"The best practices described below apply to adults with mental disorders who are in conflict with the law and whose needs may be more appropriately met by mental health and social support services. This review has largely excluded issues relating specifically to adolescents and children. For this review, the following broad definition of ‘mental disorder’ has been adopted: "a clinically significant behavioural or psychological syndrome or pattern that occurs in an individual and that is associated with present distress or disability or with significantly increased risk of suffering, pain, disability, or an important loss of freedom" (American Psychiatric Association, 2000b)."--Scope.
