"It is no longer “breaking news” that marihuana growing operations or, “grow ops”, have become a major concern in British Columbia in the press, among the public and, of course, among those involved in law enforcement and the administration of justice. In terms of numbers alone, according to Statistics Canada, cases of marihuana cultivation in this province accounted for over 40% of all known incidents in the country. Despite this widespread concern, however, up to this point in time, no comprehensive analysis of the nature and scope of the problem has been undertaken on a province-wide basis. This document reports the findings of just such an investigation."--Page 8.
