Summary
This report investigates how aboriginal occupations and protests (O&Ps) differ from their mainstream counterparts; their types, dynamics and outcomes; the central policing issues they present in terms of response variation, organizational / infrastructure capacity, and best strategies and practices; policing issues with respect to the non-protesting stakeholders such as government agencies, other native people, and local people; the features of police capacity, protocols, limits on intervention, and best practices; desirable future directions; and recommendations on avoiding future violence in similar circumstances.
