"The Canadian Centre for Justice Statistics undertook this Special Study on Organized Crime with the goal of examining the feasibility of collecting quantitative data on organized crime in Canada. As part of this study, it was decided to distribute the United Nations “pilot” survey on organized crime to 16 major police forces in the country. All of these forces agreed to participate and were asked to complete one survey form for each organized crime group operating in their jurisdiction."--Page 4.
