Summary

The evaluation of the DTFP is part of the Public Health Agency of Canada/Health Canada’s Five-Year Evaluation Plan. The evaluation was conducted to provide senior management with evaluative information for the renewal of the program’s Terms and Conditions (renewed end of March 2013). It also fulfilled the Treasury Board Policy on Evaluation, 2009 and Financial Administration Act requirements. The focus of the evaluation was to assess the relevance and performance (effectiveness, efficiency and economy) of the DTFP. The evaluation covered activities carried out during the period 2008-2009 to 2012-2013. The evaluation used multiple lines of evidence including literature and jurisdictional review, document and administrative file review, key informant interviews and an online survey.
