Summary
This discussion paper examines the role that social marketing, and related public
education and media campaigns, might play in the RCMP’s ongoing efforts to combat
organized crime. The purpose of such a campaign would be to educate and engage
both the public and the law enforcement community. Research revealed that there is
a paucity of information in Canada and elsewhere on the use of social marketing
campaigns aimed specifically at organized crime. Nor is there evaluation data pertaining
to past or existing campaigns in this area. Existing media campaigns focusing on such
issues as identity theft, boiler room operations, drug trafficking or Internet fraud do not
make an explicit link to organized crime.
