"This Human Effects Advisory Panel assessed the behavior of crowds for the purpose of determining the potential for control of crowds. Such crowd control may encompass the effective use of non-lethal weapons. In support of this assessment, the Panel accomplished the following objectives: - Identification of what is known and not known about crowd behavior. -Development of a decision-making guideline for crowd control. -Development of a education and training guideline for crowd control. -Development of a "road map" to guide future research on crowd behavior."--Introduction.
