"The Vancouver Building Capacity: Mental Health & Police Project (MHAPP) project began in February 2005 with a mandate to develop a steering committee of relevant representatives from: police, mental health service providers, consumers and family members, hospitals, and related services to look at ways to improve police interactions with persons with mental illness in Vancouver. The three primary objectives for the committee were: (1) to develop a community ‘map’ of responses to a mental health crisis; (2) to identify the issues hampering that response process; and, (3) to develop recommendations to address those identified issues."--Executive Summary.
