"An initial list of observatories was drawn up based on the expertise of ICPC members and the Centre’s network of professionals in order to define the principal parameters which the observatories examined should address. Thus, this analysis of the organisations dedicated to delinquency aims at covering actual situations on various continents and on different scales, in Europe, North and South America, Africa and Australia. At this stage, only the Asian continent is outside the scope of research due to the problem of analysing Websites in a language not spoken by the team."--Page 5.
