"This document identifies the baseline capabilities for fusion centers and the operational standards necessary to achieve each of the capabilities. It is an addendum to the U.S. Department of Justice’s (DOJ) Global Justice Information Sharing Initiative’s (Global) Fusion Center Guidelines, which provide guidance to ensure that fusion centers are established and operated consistently across the country. Using the Fusion Center Guidelines, as well as identified best practices, federal, state, and local officials identified the capabilities and standards necessary for a fusion center to be considered capable of performing basic functions."--Page 1.
