"This study starts with an introduction to the workforce programme and resiliency issues facing the police forces in England and Wales. We then build a framework to understand the ability of the police service to meet demands for policing as changes are made in the level and composition of its workforce. We pay particular attention to the relationship between police officers and police staff. We then provide empirical evidence regarding the number and composition of the workforce to meet different levels of demand. The report concludes with a discussion of data and knowledge gaps."--Preface.
