ARCHIVED - Public Safety Minister Toews announces appointments to the Parole Board of Canada

OTTAWA, July 4, 2012 — The Honourable Vic Toews, Minister of Public Safety, today announced six appointments and one reappointment to the Parole Board of Canada.

“I am pleased to make today's announcement. Our Government is committed to ensuring appointments to the Parole Board of Canada are based on merit and ability,” said Minister Toews. “As an independent decision-making tribunal, the Board plays a significant role in contributing to the safety of our communities and it is imperative that highly qualified and committed people be appointed.”

Quebec Region

François Barron of Saint-Bruno, Quebec, is appointed as a part-time member. Mr. Barron is a notary and legal advisor who specializes in real estate and corporate law. He has been a senior legal advisor with Devimco Inc. since 2010.  Between 2003 and 2009, he worked as a notary with Stikeman Elliott. He has also worked in real estate and corporate law in private practice throughout his career.

Jean-Claude Boyer of Longueuil, Quebec, is appointed as a full-time member. Mr. Boyer is a lawyer and was the Quebec Deputy Attorney General from 1991 to 2012, where he worked on organized crime and street gang-related matters. Prior to 1991, he worked as a criminal lawyer for various private firms.

Céline Chamberland of Montreal, Quebec, is appointed as a part-time member. Ms. Chamberland was first appointed from 2005 to 2010 as a full-time member to the Board's regional office in Kingston, Ontario. Prior to this, she headed the Legal Translation Service at the Department of Justice in Nunavut.  Between 2001 and 2003 she worked as a legal translator and editor, and worked in a private law practice in Montreal from 1988 to 2000.  

Michel Lalonde of Montreal, Quebec, is appointed as a full-time member. Until recently, Mr. Lalonde was Director of Communications and Governmental Affairs at the International Centre for Human Rights and Democratic Development. He has held several managerial positions and acted as a senior consultant for private national and international companies. Mr. Lalonde also has vast experience in public policy.

Prairie Region

Vincent E. Caleffi of Calgary, Alberta, is appointed as a full-time member. Mr. Caleffi has over 35 years of experience within the public sector, including as Law Enforcement Officer and Senior Commander with the Calgary Police Service. He has also held various managerial positions within Alberta's Solicitor General and Public Security ministry.

Pacific Region

Edward Murray of Ottawa, Ontario, is reappointed as a full-time member. Mr. Murray was first appointed to the Board in 2007. He worked as a clinical psychologist in private practice specializing in the areas of substance abuse, anxiety, depression and post-traumatic stress. Prior to that, he was a detective sergeant for the Ontario Provincial Police (OPP) for approximately 22 years, mostly conducting major criminal investigations dealing with homicide, organized crime, sexual assault and drug-related offences.

Stuart James Whitley,QC, of Whitehorse, Yukon, is appointed as a full-time member.  Until recently, Mr. Whitley was the Yukon Deputy Minister of Health and Social Services. Prior to that, he occupied various positions, including Senior Regional Director at Justice Canada; Director of Policy, Programs and Integration, at Justice Canada; Deputy Minister of Justice for Yukon; and Assistant Deputy Attorney General for Manitoba.
