Public Safety Canada Deputy and Assistant Deputy Ministers
Rob Stewart, Deputy Minister
Rob Stewart was appointed Deputy Minister of Public Safety Canada effective December 11, 2019.
Deputy Minister Stewart spent most of his public service career at the Department of Finance Canada, starting in 1993. Before being promoted to Deputy Minister at Public Safety, he held the role of the Government of Canada's Finance Deputy for the G7 and G20, and for the Financial Stability Board from 2016 to 2019. He provided leadership and policy advice to the Government on a wide range of financial sector and international trade and finance matters. He was previously the Assistant Deputy Minister of Financial Sector Policy for two years, prior to which he held the position of Assistant Deputy Minister, International Trade and Finance for four years. Before joining the Department of Finance Canada, Rob worked at Export Development Canada and in the Canadian sport system.
He holds a BA from Carleton University (1981) and an MBA from the University of Ottawa (1987).
Talal Dakalbab, Assistant Deputy Minister, Community Safety and Countering Crime Branch
Talal Dakalbab was appointed as the Assistant Deputy Minister for the Crime Prevention Branch in November 2020. He also serves as Public Safety’s Departmental Champion of Diversity and Inclusion, overseeing efforts to enhance diversity and inclusion at Public Safety, as well as address harassment and discrimination, and promote Employment Equity and Official Languages. Prior to this appointment, he was the Director General, International Policy and Partnerships Directorate at the Canada Border Services Agency, a position he held since January 2018, and played an integral role in the Agency’s response to the COVID-19 pandemic. Previously, Talal was the Executive Director General and Chief Operating Officer of the Parole Board of Canada (PBC). He began his career with the PBC in April 2011, as the Director of the Board Member Secretariat. More recently, he held the positions of Director, Communications and Access to Information and Privacy, as well as Regional Director General in the PBC’s Prairie Region. Talal holds a Bachelor’s Degree in Psychology from the University of Ottawa.
Trevor Bhupsingh, Assistant Deputy Minister, Emergency Management and Programs Branch
Trevor Bhupsingh was appointed Assistant Deputy Minister of the Emergency Management and Programs Branch in November 2020. He also serves as Departmental Champion for Wellness. Prior to joining the Emergency Management and Programs Branch, Trevor held various positions within Public Safety Canada. He was the Acting Assistant Deputy Minister of the Community Safety and Countering Crime Branch, and prior to that, he was the Director General of Law Enforcement and Border Strategies Directorate. Since starting his career with the federal government in 1992, Trevor served in a number of departments at the executive level, including Aboriginal Affairs and Northern Development Canada, Industry Canada, and the Treasury Board of Canada Secretariat. He holds a Master of Arts in Public Administration and a Bachelor of Arts in Law and Political Science, both from Carleton University. Trevor also holds an Executive Certificate in Public Leadership from Harvard University.
Dominic Rochon, Senior Assistant Deputy Minister, National and Cyber Security Branch
Dominic Rochon joined Public Safety in October 2019 as Senior Assistant Deputy Minister of the National Security and Cyber Branch. He also serves as Departmental Champion for Workplace. Dominic came to Public Safety from the Treasury Board Secretariat (TBS), where he was Assistant Deputy Minister of People Management Systems and Processes for the Office of the Chief Human Resources Officer over an 18 month period. Prior to that, he was Deputy Chief, Policy and Communications for three years at the Communications Security Establishment (CSE), where his responsibilities included: strategic policy, strategic planning, strategic communications & communications services, as well as disclosure, operational policy and review groups. Dominic joined CSE from the Privy Council Office (PCO) (2008-10) where he served as Acting Director of Operations in the PCO’s Security and Intelligence Secretariat. Prior to his three years in PCO, Dominic spent four years in TBS’ International Affairs, Security and Justice Program Sector. Dominic received his Bachelor’s Degree in Political Science with Honors in International Politics from the University of Ottawa.
Jill Wherrett, Assistant Deputy Minister, Portfolio Affairs and Communications Branch
Jill Wherrett was appointed Assistant Deputy Minister of the Portfolio Affairs and Communications Branch in September 2017. She also serves as the Departmental Champion for Engagement. Prior to her appointment as ADM, she was Public Safety’s Director General, Strategic Planning, Research, Policy and International Affairs. Before joining Public Safety in 2012, Jill spent a number of years in various executive and senior advisor positions at Indigenous and Northern Affairs Canada, including leading the department’s Parliamentary and Cabinet affairs functions and serving as an advisor on strategic policy and intergovernmental relations matters. Earlier in her career, Jill was a research officer with the Parliamentary Research Branch and policy advisor with the Royal Commission on Aboriginal Peoples. She holds a Bachelor’s Degree in Political Studies from Queen’s University and a Master’s Degree in Political Science from the University of British Columbia. In 2012, she completed the Certificate Program in Public Sector Leadership and Governance at the University of Ottawa.
Patrick Amyot, Chief Financial Officer, Chief Security Officer and Assistant Deputy Minister, Corporate Management Branch
Patrick Amyot was appointed Assistant Deputy Minister of the Corporate Management Branch in June 2019. He also serves as Departmental Champion for Learning and Development. From October 2018 to June 2019, he was Director General of Programs in the Emergency Management and Programs Branch at Public Safety. Prior to that, he was Comptroller and Deputy Chief Financial Officer for the Department for three years. Patrick has been working within the federal government for over 25 years. Since 2006, he has occupied various executive positions such as the Senior Director General, Integrated Corporate Accounting and Accountability at Employment and Social Development Canada. He has also held a range of positions with Industry Canada, Agriculture and Agri-Food Canada, the Office of the Privacy Commissioner of Canada, the Public Service Commission, and Transport Canada. Mr. Amyot holds a Bachelor’s Degree in Accounting as well as a Graduate Diploma in Management Accounting from the Université du Québec en Outaouais. He is a Chartered Professional Accountant (CPA) and a Certified Management Accountant (CMA).
Patrick Tanguy, Assistant Deputy Minister, Indigenous Policing Task Force
Patrick Tanguy joined the Department of Public Safety in July 2017 as the Assistant Deputy Minister responsible for the Emergency Management and Programs Branch (EMPB). Patrick was subsequently appointed to the position of Senior Vice-President responsible for the COVID-19 Immunization Strategy at the Public Health Agency of Canada in the Fall of 2020. He returned to Public Safety Canada in the Spring of 2021 to lead the work of the Indigenous Policing Task Force. Earlier in his career, Patrick held various positions with increasing responsibilities in several departments including the Privy Council Office, Infrastructure Canada and the Department of National Defence. He has a Bachelor’s degree in Political Science and a Master’s degree in Public Administration, both from Université Laval (Québec City).
