Business Intelligence and Data Integration Program (Synopsis)

Description: The Edmonton Police Service's strategic priorities are reducing crime and victimization, developing a community-centered police service and becoming a model of efficiency and effectiveness. To support these priorities, the police service introduced the Business Intelligence and Data Integration Program in 2006. Overseen by the Business Intelligence Competency Centre Branch, the program implements an electronic business intelligence platform that provides comprehensive, timely, accurate, consistent and relevant analytical reporting of crime data. The platform integrates, analyzes and reports crime data for strategic and tactical purposes. Using Cognos, SPSS, R, and i2 software, the business intelligence platform provides a multi-dimensional perspective, integrating 911 dispatch data and the geographic deployment model. It also integrates operational police records. The data is used for strategic planning, identifying crime trends, tactical resource deployment, proactive policing, supporting the violence reduction strategy, criminal analysis and performance management.
Objective: The Business Intelligence and Data Integration Program has several objectives:
  • align business performance with the organizational mission, vision, strategy and tactics;
  • meet organizational needs for comprehensive, timely, accurate, consistent and relevant analytical reporting; and
  • support the strategic goals of commitment to professionalism, reduced crime and victimization, investigative excellence, and increased efficiency and effectiveness.
Outcomes: The business intelligence platform has helped the Edmonton Police Service align business performance with the organizational mission, vision, strategy and tactics and meet organizational needs for reporting. The reports, data and analysis generated have become an integral part of strategic planning, performance management, tactical and operational decisions and criminal intelligence. The innovation exhibited by this program has been recognized among police agencies and the public service across North America and worldwide. An evaluation of this initiative is not planned at this time.
Resources: The development of the Business Intelligence and Data Integration Platform required significant financial investments by the Edmonton Police Service, including contracting resources (approximately $2.4 million), software licences (approximately $1 million) and training (approximately $141,000). Two internal staff members were reassigned to this initiative, in addition to the acquisition of eight new positions.
