"In March of 2006, the Ministry of Health and Long-Term Care, through a System Enhancement Evaluation Grant Initiative (Phase 2) administered by the Ontario Mental Health Foundation, allocated funds to conduct a two-year evaluation of enhancements made to the Waterloo Wellington Crisis System. The overall purpose of this evaluation was to assess formatively the impact of crisis system enhancements on the quality of services received by people with lived experience who were 18 years of age or older. The specific investigative aims were to measure the extent to which various crisis system service components made progress towards the following: (1) Increasing the Five Components of Continuity of Care: Coordination, Timeliness, Accessibility, Comprehensiveness, and Intensity; (2) Implementing system-level coordination activities consistent with best practices; (3) Increasing the appropriate use of hospital emergency rooms, police services, and crisis services; (4) Resolving presenting crises within a community setting; (5) Promoting practices consistent with principles of recovery." -- Page vi.
