"The present paper deals specifically with promising strategies for building or strengthening a national capacity to investigate and prosecute serious crimes, and that, to a certain extent, will also touch upon the very crucial capacity of prosecution services to collaborate with and assist each other. However, a separate paper and another workshop will focus more directly on the mechanisms and modalities of international cooperation in criminal matters among prosecution services and on methods of enhancing them."--Page 3.
