"This document focuses on specialized law enforcement–
based response programs that meet three criteria:
(1) they enhance traditional law enforcement
roles to provide a new set of response options for
frontline personnel that are tailored to the needs of

in the community; and (3) they are based in law
enforcement agencies with strong collaborative ties
to mental health partners, other criminal justice
