"Policing in America today is at a crossroad.
A rapidly changing fiscal environment
coupled with evolving citizen demographics
and new public safety threats are forcing
significant adjustments in policing practices.
The manpower-driven strategies of the past
are no longer financially sustainable, nor are
they suited to address emerging threats to
public safety. Police departments across the
nation are seeking answers in how to
succeed under these changing
circumstances. Community policing, an

groundwork for a new twenty-first century
policing paradigm that claims as its
philosophical underpinning Sir Robert
Peel’s nine policing principles articulated in
