“This research will examine intelligence gathering from an ethical perspective: arguments for and against limitations, rationale and ethical considerations for its use and dissemination. The collection of intelligence has become the holy grail of national security: 9/11 was cited as “another infamous case of intelligence failure” comparable to Pearl Harbour (Porch & Wirtz, 2002, p. 2). The extraordinary pressure to produce intelligence has had results; whether the methodologies employed are acceptable brings us collectively to the question of bounds. Have we gone too far, and if not, what constitutes the unacceptable? What are the issues in the gathering of intelligence and what are the limits in our pursuit? What tests define the balance between security and individual rights?”—Page 4.
