Cyber-Physical Exercise Pilot Initiative
The Cyber-Physical Exercise Pilot Initiative was designed by Public Safety Canada (PS) to bridge the gap between cyber and physical security exercises, with the aim of increasing the resilience of Canada's Critical Infrastructure (CI) to cyber incidents with physical consequences.
Through a series of virtual tabletop exercises, seminars and workshops, and a national multi-sector exercise conducted virtually over three days in October 2023 (Exercise Cy-Phy), CI stakeholders were encouraged to test their response capabilities, identify their best practices, shape their future planning, and enhance our collective CI resiliency.
The objectives of the Cyber-Physical Exercise Pilot Initiative and Exercise Cy-Phy were:
- Raise awareness and understanding of the CI threat landscape and the convergence of cyber security and physical security/emergency management.
- Examine communications and decision-making processes, and coordination between the cyber, physical and emergency management communities.
- Strengthen public and private sector partnerships among CI stakeholders with responsibilities in cyber security and physical security, as well as emergency management.
- Identify information requirements and information-sharing processes that should be adopted to increase CI resilience.
The Pilot Initiative overall and Exercise Cy-Phy involved all Canadian CI partners. These include the public and private sectors, such as:
- Federal departments
- Provinces/territories and municipalities
- First Nations communities and governments
- Emergency management agencies/organizations
- CI owners and operators, and national associations
Exercise Cy-Phy was successfully concluded with the participation of over 150 public and private organizations from multiple locations across Canada.
The Cy-Phy Capstone Exercise After-Action Report provides a walkthrough of the event and a summary of lessons learned captured during the Capstone.
