"... a preliminary review of the literature addressing the nature, prevalence and dynamic of interactions between persons with mental illness and law enforcement. This includes the intersections between mental illness, substance abuse and homelessness, which are particularly relevant to policing. The latter half of the paper will be dedicated to law enforcement responses, focusing on programs that have the specific goal of improving response and treatment access.
