"Volume II, The Dallas Experience: Human Resources Development, describes the formal empirical evaluation of the Dallas Police Department human resources development program, concentrating on the period from 1973 to 1976, and provides the results. The only substantial change measured was the marked increased in the level of education in the department . No significant changes in attitude or behavior at the street policing level were found.
