"This review of international experience on measuring police performance focuses on methods used in nine cities, provinces and countries. ...The paper describes the method used by the police in evaluating their performance in terms of effectiveness and/or efficiency, and discusses the limitations of these methods. For example, the tools for measurement that police organisations use may not always be comparable or applicable to all police services and the variables they select may also depend on other factors that are independent to the organisation. ...
