1 National DND/CAF support to PHAC for the aid in the planning and coordination of the use of other federal infrastructure within Canada for the warehousing of medical supplies, critical PPE, test equipment and associated support materials as designated by the GC. DND/CAF support to facilitate and/or execute the testing, movement and distribution of medical supplies, critical PPE, test equipment and associated support materials as designated by GC within Canada or globally through the use of commercial, GC or CAF/DND resources. RFA supported by CAF.
2 National Use of CAF personnel as Local Response Forces (LRF) in support of community leaders to address community responses to COVID-19 within the capacity of local force elements. Optimal tasks include the provision of liaison/planners to municipalities, coordination and delivery of municipalities-owned supplies and logistics, provision of humanitarian assistance to vulnerable populations, wellness checks and general duty support. Forces committed as local response forces are not to conduct law enforcement tasks. Any other task request exceeding the LRF delegated authorities must be subject of the Emergency Response Framework process (e.g. RFA). RFA supported by CAF.
3 National GAC assistance from CAF for transportation assistance in the evacuation of GAC employees their dependents and specific consular cases. RFA supported by CAF.
SASKATCHEWAN
4 Province wide A request for federal assistance was received from the Government of Saskatchewan for self-contained meals to support a shortage for wildfire operations this summer due to complications in the normal logistics process for provision of food to firefighters and field staff. A solution has been identified, DND may have adequate amounts at a Regina Cadet warehouse. DND, PS RO and provincial coordination to facilitate sale is ongoing. Ongoing – PS RO engaged. Interdepartmental and Provincial discussion underway.
NORTHWEST TERRITORIES
5 NWT-Wide PHAC has received an official request for mutual assistance from the Ministry of Health and Social Services from the Northwest Territories (NWT) under the Operational Framework for Mutual Aid Requests (OFMAR) program. NWT has requested assistance for healthcare personnel (Nurses, Resident Care Aids and support staff). RFA supported by PHAC.
NOVA SCOTIA
6 Lower Sackville On 13 Apr, Province of NS requested, for Cobequid Community Healthcare Centre (CCHC), use of Federal resources, specifically, a ventilator for approximately eight weeks to facilitate patient transfers. Province of NB is providing the ventilator for the requested period. CAF provided a loan in the interim. RFA supported by CAF and Province of NB.
ONTARIO
7 Province wide Province has requested Federal assistance in support of various long-term healthcare facilities in the Greater Toronto and Hamilton areas, including trained medical and associated support staff. RFA supported by CAF.
8 Kashechewan Potential need for federal assistance remains for Kashechewan FN as a result of flood risk and the COVID-19 context. Evacuation location, timing, medical, logistical and the community support assistance required are being discussed among the province, CRC, ISC, FNHIB, PHAC and PS RO. Ongoing – PS RO engaged. Provincial and Community level discussion underway.
9 Province wide Request for CAF support to Health Canada and the Ontario Ministry of Health in providing information to persons that may be affected by COVID-19. Task to include contact tracing, calling returning travellers and citizens that have tested negative, and also checking up on positive cases isolating at home, via telephone. RFA supported by CAF.
QUÉBEC
10 Province wide The province has requested significant additional federal assistance, including CAF, to support in long-term healthcare facilities for the elderly. Federal government supports in principle, interdepartmental needs assessment and scoping underway. Ongoing – PS RO engaged. Interdepartmental and Provincial discussion underway.
11 Basse Côte-Nord Region Province has requested CAF Rangers assistance in providing awareness to the regions population regarding public health measures related to COVID-19. RFA supported by CAF.
12 Nunavik Request for CAF Ranger assistance in Nunavik, QC for tent set up and logistical support for testing site installation. RFA supported by CAF.
13 Province wide Province has requested Federal assistance in support of various long-term healthcare facilities in Laval, Mauricie, Montérégie and Montreal and their needs across multiple health care service related areas. RFA supported by CAF.
