Modernization efforts underway for the promotions process.
Proposed Response:
- The RCMP is committed to ensuring that it has a fair, bias-free promotion process. As part of its modernization efforts, the RCMP is exploring strategies for increased diversity in the workforce. Key actions include implementing the use of diverse selection boards, deploying bias training for members of selection board members and evaluators, and exploring opportunities to implement special measures under the Employment Equity Act.
- Efforts under the RCMP’s Equity, Diversity and Inclusion (EDI) Strategy will work toward addressing systemic barriers that affect the career progression for women and members of BIPoC communities in all categories of employee.
- Under the EDI Strategy, the RCMP will complete a comprehensive review of its promotions policies to identify opportunities to improve efficiency and EDI representation. The RCMP will continue to review and improve its recruiting and staffing practices to increase the representation of diverse groups in operational and administrative functions to meet our employment equity obligations and other legal commitments.
- The Officer Candidate Process (OCP), the process by which officers apply to the senior ranks, requires candidates to go through a comprehensive assessment including a Review Committee, a structured interview and extensive reference checks.
- In line with the RCMP’s modernization efforts, the OCP process is being modernized to include a mandatory Leader Character assessment for each Member progressing through the process.
- All members being considered for promotions, either to or within the officer ranks, undergo conduct checks, which include verifying past and current Code of Conduct, discipline or harassment investigations.
Background:
In 2018, the RCMP developed Vision 150, the articulation of the RCMP’s modernization mandate. Vision 150 established the four pillars of RCMP’s modernization which remain as the ultimate guideposts for all of our modernization efforts. Those pillars are: Our people, Our culture, Our stewardship, Our policing services.
While Vision 150 sets the overall course for the RCMP’s modernization efforts, a Strategic Plan has been released earlier this year in order to expands on that vision. It presents a set of priorities that will guide the RCMP on its path to their 150th anniversary in 2023 and beyond.
Vision 150 strives to prepare the RCMP for the future and advance its modernization objectives, including modernization of the promotions process. As part of its efforts, and in link with the EDI Strategy that was recently launched, the RCMP committed to complete a fulsome review of its promotions policies to identify areas for improvement.
Efforts under the recently released EDI Strategy will also work towards developing strategies to addressing systemic barriers that affect career progression for women and members of BIPoC communities in all categories of employee.
