Background

The Quasi-Statutory framework is intended to secure incremental funding for non-discretionary expenditure items to ensure Correctional Service Canada has adequate resources from one year to the next to deliver on its mandate as per the Corrections and Conditional Release Act (CCRA) and Corrections and Conditional Release Regulations (CCRR). This in turn supports public safety through the appropriate care and custody of inmates and eventual reintegration of offenders into the community. It also reduces potential grievances, complaints and litigation through the continued delivery of non-discretionary services/requirements.

The requirements for a quasi-statutory mechanism are founded on the inherent volatility in the number of Correctional Service Canada’s offender population and on the prices for non-discretionary items. With respect to the offender population, forecasts are short/medium term and CSC will return annually via future Quasi-Statutory Requirements submissions with appropriate adjustments. To accommodate for potential anomalies in price fluctuations, Correctional Service Canada uses five years of historical data to inform its future projections.
