Parliamentary Committee Notes: Upgrading Correctional Service Canada's Facilities

- The Correctional Service of Canada has sought incremental funding for 2023-2024 to update aged facilities by planning and implementing activities and works highlighted in its Accommodation Plan 2020-2025.
- Of the funding to be authorized through the 2023-2024 Final Supplementary Estimates “C”, $14.7M represents an increase in CSC’s voted operating and capital authorities to support pressures related to the maintenance and repair of correctional facilities.
- Also included is an increase of $0.7M of statutory funding for the department’s allocation of the employer’s share of the employee benefit plan, associated to the funding to support pressures related to the maintenance and repair of correctional facilities.
- Modernizing CSC’s facilities, through repairs, will permit improved and sustained ability to meet current and future changes in correctional operations that older infrastructure design cannot address.
- These actions support our mandate, while providing a safe, secure and healthy environment for offenders, employees, stakeholders and visitors.
Background
Investments are requested over 10 years and ongoing, to rehabilitate aged Correctional Service Canada facilities by planning and implementing activities and works highlighted in Correctional Service Canada’s Accommodation Plan 2020-2025. The proposed investments will ensure a modernized, sustainable and adaptable facilities portfolio and identify key activities and projects that will improve and adapt the overall facilities portfolio to focus on key offender sub-populations, such as women, Indigenous and aging offenders as well as offenders with mental and physical health issues; ensure the long-term sustainability, good stewardship, and strong fiscal management of Correctional Service Canada facilities; and ensure the safety, security and well-being of staff, offenders, volunteers and the public, and safe and humane conditions for offenders while providing the spaces required to achieve positive outcomes for all offenders and their successful reintegration into Canadian society.
