Getting Started

Application package requirements

Ensure that all applicable sections of your application form are completed, and all required documentation is submitted. Incomplete applications, including submissions missing the mandatory documentation or submitting documentation with insufficient information (e.g. blanks), will not be considered for funding.

If you are applying to the NCPS 2024 Call for applications with more than one project, please make sure to submit one (1) complete application per project.

As part of your application, you will need to submit additional documentation to support your project proposal. Your application is not considered complete until completing and submitting the mandatory documentation described in Table 1 below. Completed documents are to be attached in your application form in their respective sections by uploading them through the online application portal.

Successful applicants will be required to submit financial and non-financial reporting deliverables to Public Safety at regular scheduled intervals throughout the duration of the project, based on a project risk assessment. Final reporting deliverable will be due within three or four months after the completion of their project.

Application deadlines

The application deadline for this call is 11:59pm PST on December 20, 2024. Your application must be submitted by the deadline to be considered for funding. Please note that the application form is not available after a call has closed.

Planning your project proposal

If you intend on applying for more than one (1) project, please note that each project requires a separate application. The information in each application must be unique to its respective project.

Completing your application

This section will walk you through each section of the application form. The application is comprised of nine (9) sections in total and will take approximately 120 minutes to complete if all your mandatory documentation is ready to be attached.

Using the web browser's navigation buttons (usually in the top left of a browser window) will result in the loss of unsaved progress.

Saving your progress

Please note that your progress will save automatically.

You can complete your application over multiple sessions. The software will autosave your responses as long as you use the same webpage (link), the same internet browser, and the same device (i.e., desktop, laptop, tablet or mobile phone). Please bookmark the link or keep your browser window open. Closing your browser without bookmarking it may result in loss of progress and inability to access your application again.

Fill out all sections and ensure that all mandatory documentation (the online application form, the workplan and the budget) has been uploaded prior to submitting your application. If your application is incomplete, it will not be considered for funding.

Tip bubble and responsive feedback

The online application form contains helpful tip bubble (?) to help you through the process. Be sure to hover your cursor over them to view its helpful tip, definition or other important information.

As you complete the application form through the online application portal, you may receive a blue message based on a response you have provided. These include warnings and important considerations or reminders. The application form has been designed to give you as much real-time feedback as possible to help you through the process. Ensure to review these carefully as they have only appeared as they apply to your circumstances.

Open-ended questions

A character limit is set for each open-ended question found within the application form. You are not obligated to reach this limit to complete the question. Provide as much information as necessary to answer the question. We encourage you to be as concise as possible with your responses. Responses provided in bullet form are accepted.

Technical difficulties

If you experience any unforeseen technical issues as you complete your application, please contact us.

If a technical issue occurs that is beyond your control and prevents you from submitting your application by the deadline, you must send an email to the NCPS-SNPC@ps-sp.gc.ca within three (3) business days of the application deadline. In the email you must:

  • Describe the technical difficulties and include a timeline of the applicant's submission efforts
  • Include a request for the application to be submitted in an alternate format (if applicable)
  • Include a request for an extension to the deadline (if applicable)

Once the email has been received, Public Safety Canada will attempt to assist the applicant in resolving the technical issues and if applicable, inform the applicant whether the request has been approved or denied. Please note requests will not be automatically approved.

Before you begin your application

A reminder to submit only one (1) application per project.

For applicants applying with more than one (1) project, each project requires a separate application. The information in each application must be unique to its respective project.

Ensure you have reviewed the program eligibility and application requirements.

Each application form will require the following from the applicant prior to submission:

  • A completed budget using the provided mandatory template
  • A completed workplan using the provided mandatory template

Successful completion of this section through the online application portal does not guarantee your eligibility or that you will be selected.

All section requirements must be fulfilled to be considered for funding. If the information or documentation provided is incomplete or missing, your application will be deemed ineligible and will no longer be considered for funding.

If applying on behalf of an organization, ensure you are inputting the organization information of the intended recipient. Failure to do so will result in the application being deemed ineligible. An organization or individual may apply on behalf of another organization only if authorized to do so.

Verify your eligibility

In this section, you are asked to confirm if the statements apply to your organization to determine if your organization and project meet the minimum program eligibility requirements to receive funding under the NCPS. All statements must be true to proceed.

Ensure to hover over the tip bubbles for more information on each statement so you are responding accurately to the questions.

If you are unable to proceed, as you did not confirm all statements as true for your organization, you will be deemed ineligible to apply. Should you have any questions or concerns for this section in particular, please do not hesitate to contact us.

Section 1 of 9: Privacy Statement

Questions from 1.1 - 1.4

Information provided by applicants is subject to the Access to Information Act (R.S.C., 1985, c. A-1) and the Privacy Act (R.S.C., 1985, c. P-21). Information provided is collected under the authority of the Department of Public Safety and Emergency Preparedness Act (S.C. 2005, c. 10) for the purpose of supporting the implementation of projects. The information collected in this application will be used, and may be disclosed, for the purposes of assessing the eligibility/merits of your application's evaluation. Information that you provide may be shared with external consultants, review committee members, officials in other Departments, Federal, Provincial and/or Territorial Governments or Members of Parliament. It may also be used and/or disclosed for policy analysis, research and/or evaluation purposes in order to conduct these activities.

Section 1.1

You must accept the Terms and Conditions as identified in the Privacy Statement in order for you organization to be eligible for funding.

Section 1.2

You must be willing to report on the project to the Government of Canada in order to be eligible for funding. 

Section 1.3 - 1.4

Participation in future public engagements about the application process will not impact the assessment of your application. Please note that feedback is optional.

Section 2 of 9: Organization Identification

Questions from 2.1 - 2.13

In this section, you are asked to provide information about your organization. Please ensure the information in this section is accurate and complete. This information is requested to identify you as the applicant.

If applying on behalf of an organization, ensure you are inputting the organization information of the intended recipient. Failure to do so will result in the application being deemed ineligible. An organization or individual may apply on behalf of another organization only if authorized to do so.

Why are we asking for this information?
This information is requested to identify the legal entity (i.e. the organization/applicant) the department will be communicating with and signing a funding agreement with if the project is selected.

Section 2.1 - 2.4: Organization identification

In this section, you will be asked to provide identifying information about your organization.

As you complete this section online, please note that:

  • Your organization's corporate name is your organization's legal name. This name identifies your corporation, and it must be used in all contracts and invoices and can be alphanumerical. For example, “12345678 Canada Inc.”; and
  • The operating name is the name your organization uses for day-to-day activities and advertising. Providing the operating name is only necessary if it is different from your legal name. For example, Canada 12345678 INC. could be known as 'Learning Faith Canada' and the “Department of Public Safety and Emergency Preparedness Canada” is known and operates simply as “Public Safety Canada”.

Applicable only to projects in Quebec

If the project is selected for funding, please note that organizations based in Quebec may need to provide their most recent audited financial statements and obtain approval from the Government of Quebec prior to signing the contribution agreement to ensure compliance with the requirements of Act M30 - Act respecting the “Ministère du Conseil exécutif”.

Section 2.5 - 2.7: Designated organization contact

In this section, you are asked to provide the contact information for the individual(s) who will be the liaison for your organization with Public Safety Canada for the duration of the process. Only the Designated Organization Contact will receive communications regarding this application.

Should this contact change once your application has been submitted, please inform Public Safety Canada as soon as possible. Please be sure the individual designated as the Designated Organization Contact check their junk/spam folders regularly, so communications are not missed.

Section 2.8 - 2.13: Additional organization information

In this section, you are asked to provide some additional information regarding your organization. Respond to the questions as accurately as possible and read all messages in blue text if they appear.

Your business number (BN) is a numeric number which shows. If your organization is only incorporated in a province or territory, please enter your provincially/territorially issued BN.

Your GST/HST number is a 9-digit number issued to you by the CRA for tax purposes which allows you to collect GST on behalf of the Government of Canada. If your organization is incorporated federally, it is identical to your business number.

Section 3 of 9: Project Overview

Note: Certain questions may not be required based on your prior responses.

Questions 3.1 - 3.24

In this section, you are asked to provide an overview of your proposed project.

Section 3.1 Project Title:

Provide a short title that signifies the nature of your project objectives. Do not simply name your project after the National Crime Prevention Strategy, the funding programs, or your location.

Section 3.2 Project Location(s) including city and address (if known):

This should indicate where the project activities will be taking place.

Section 3.3 Description of the Project:

Describe in a maximum of 5000 characters the overall purpose, objectives and proposed outcomes of the project and how it links to the NCPS objectives outlined in About the call for application section. Please also include a description of the crime issue(s) being addressed, target population(s), and location(s) of the project.

The project description must also outline the roles and responsibilities of those involved in project development and execution.

Section 3.4 Primary risk factors

Identify up to three (3) main risk factors that your project aims to address. Note that this list is not exhaustive and is meant to provide examples only.

Section 3.5 - 3.8 Priority, Target populations and Objectives and Age range

Please select the main priority, target populations, the objectives and the age range the project aims to support.

Refer to the Glossary section in this guide for definitions on the priorities, target populations and objectives prioritized for this call.

If you do not select at least one for each question, your application will be deemed ineligible and will no longer be considered for funding.

Section 3.9 - 3.11 Purpose and Proposed Outcomes

Explain the project by describing in a maximum of 5000 characters as each question indicates.

If you cannot demonstrate how your project aligns with the NCPS objectives, call priorities and target populations, your application will be deemed ineligible and will no longer be considered for funding.

Section 3.12 -3.13 Core or Ongoing Expenses

Modifications to a program that involve expanding existing programming to new geographic areas or target populations may be considered acceptable and not duplication if it is well-evidenced that the geographic area and/or target population are different. In addition, core or ongoing operating expenses are expenses that would still be incurred whether or not the recipient receives PS funding for a specific project.

You are required to clearly outline in your application how the proposed project is seeking funding for eligible activities that do not fall under the definition of core and ongoing (consult the Glossary section).

Section 3.14 Strengthening Community Readiness projects only

Select one of the options that best pertains to your project and include a description in the box.

Section 3.15 a) and b) Direct Intervention projects only

Select the option that best pertains to your project.

For 3.15 b) identify up to 5 intervention activities and provide a description for each. Note that activities with a star (*) must be combined with at least one other un-starred activity to be considered eligible for funding. Starred activities cannot be implemented on their own.

Section 3.16 Describe the scope of activities of your project

Additionally, explain the purpose of each activity, showing how it connects to the overall objectives and expected outcomes of your project.

Section 3.17 Demonstrate the need for the project

Describe the nature and extent of the main issue to be addressed by the project, using the best available evidence, to establish a clear need for the project. Sources of evidence must be included.

Section 3.18 Anticipated start date

We anticipate that the earliest projects will start in summer 2025. It is recommended to develop your project starting around this time.

Note: Applicants are not to assume an approval or incur obligations or expenses until such time as they have been notified of funding approval and have signed a funding agreement.

Section 3.19 Anticipated end date

An end date should be selected in order to properly assess all project requirements.

Section 3.20 Duration (months)

Please indicate the duration of the project from anticipated start date (date of the agreement signature in full) to estimated end date.

Section 3.21 Total project cost (CAD$)

Indicate the total project cost including Public Safety Canada (PS) funding and all monetary sources outside of PS funding.

Section 3.22 Total amount requested from Public Safety (CAD$)

For reference, on average Direct Intervention projects funded under the NCPS programs amounted to an estimated $2.3 million in total funding over 5 years and Strengthening Community Readiness projects amounted to an estimated $360k over 3 years.

Note: Please consult the “What You Can Apply For” section to learn more about eligible expenses. For the purposes of the 2024 NCPS Call for Applications, total Government Assistance (federal/provincial/regional/municipal/local assistance for the same purpose and eligible expenses) is not to exceed 95% of eligible project costs. Only in exceptional cases, will the total Government Assistance be considered to a maximum of 100% (e.g. for situations where the community or organization is the sole provider of services in the area).

Section 3.23 - 3.24 New or Existing Project Activities

Identify if your project is a continuation of a previous Government of Canada project, or if the project activities are new. Should they be a continuation please provide information about the existing project (i.e. Title, duration, budget, brief overview, funding Department, if it was a project funded by Public Safety Canada, please provide the Project number).

In particular, please identify whether you have completed a Community Safety Plan under Public Safety Canada's Aboriginal Community Safety Planning Initiative (ACSPI) and whether your application is seeking funding to implement components of this plan.

Section 4 of 9: Organization Information with Respect to the Proposed Project

Questions 4.1 - 4.16

In this section, you are asked to describe your organization, your partners, risks, sustainability and evaluation of your project.

Why are we asking for this information?
This information is requested so that Public Safety Canada can consider the suitability of your organization implementing this project, the commitment of your partners, awareness of the project's risks and responses to them, the consideration of sustainability and the evaluation encouraged as part of this call.

Section 4.1 - 4.2

In this section, you are asked to provide details on the objectives of your organization and the resources and skills that qualify your organization to deliver the proposed project. Your answer should provide a full picture of how and why your organization is well placed to receive funding through this program.

Section 4.3 - 4.4

In this section you need to be clear that your organization is not seeking funding to increase organizational capacity for this project. Seeking funding for the purpose of increasing organizational capacity is ineligible.

Section 4.5 - 4.11

Often, working with partners can increase the breadth and depth of the services a project can provide. In this section, you are asked to identify any project partners your organization will be engaging, the state of readiness of these relationships, and the contributions these partners will make in project delivery. Please answer each question to the best of your ability at the time of submission.

Note: Certain questions may not be required based on your prior responses.

Section 4.12 - 4.17

In this section you are asked to demonstrate foresight in project planning by answering questions pertaining to risk identification and mitigation, sustainability, evaluation, innovation and knowledge sharing. It will be important to demonstrate that your project has been well-planned, and care has been taken in developing strategies that will contribute to the longevity of project results.

Sustainability in crime prevention initiatives can take various forms, such as the sustainability of the values promoted by the project, the sustainability of relationships between organizations, the sustainability of services, and the continued availability of knowledge products.

Note: Certain questions may not be required based on your prior responses.

Section 5 of 9: Budget and Workplan

Incomplete submissions WILL NOT be considered; if you fail to attach both a budget and workplan, you application will be deemed ineligible and will no longer be considered for funding.

Questions 5.1 - 5.2

The completed application must include a Budget and a Workplan.

Section 5.1 Budget

In this section, you asked to complete and then attach your budget using the provided mandatory budget template and report on the project's estimated cost to form an official funding request.

Download the Mandatory Budget Template. The budget template offers many user-friendly features to help you complete it. For information on how to complete the budget, please review the specific instructions.

My budget spreadsheet is showing errors. What should I do?
The Instructions tab in the Budget Template offers helpful information to troubleshoot all budget integrity errors. If you still have trouble resolving your error(s), please contact NCPS-SNPC@ps-sp.gc.ca and attach your budget with a description of the problem, we will be more than happy to assist you further.

Failure to submit a completed budget using the Mandatory Budget Template as part of your application will render your application ineligible.

Once your budget is completed, you are able to indicate the official amount of funding you are requesting through the NCPS. Enter the financial information based solely on the calculated amounts in your completed budget.

Carefully review your budget to ensure calculations are accurate and contain no errors or omissions. Your funding request must match what was calculated in your budget.

Public Safety Canada will require all selected applicants to disclose all sources of funding for a proposed project before the start and at the end of a project.

Section 5.2 Workplan

In the table of this subsection, you are asked to outline your project activities and how they will be addressing the vulnerabilities you previously identified throughout Section 3 of your application.

Ensure all elements of your project are represented in your workplan.

The work plan is designed in the form of a table with three separate columns. The first column represents an element of your project, the second column gives you the opportunity to add details on how each element will be implemented and the last column is for inserting planned deadlines.

Failure to submit a completed budget using the Mandatory Workplan Template as part of your application will render your application ineligible.

Section 6 of 9: Demographic Information

Questions 6.1- 6.6

In this section, you are asked to provide an overview of your project's primary target population. This will include indicating specific regions, economic sectors and demographic groups from the lists available. Select all those that your project is designed to primarily target. You are given the option to explain these choices in 1-2 sentences/ up to 250 words; you can clarify any perceived ambiguity or inadequacies in your selections.

For subsequent questions in this section, please select ALL options that are applicable from the lists provided for each section. If the list provided does not provide adequate option(s), you are able to provide further specification in a follow-up question.

Note: Certain questions may not be required based on your prior responses.

Reminder: Free Gender-Based Analysis+ (GBA+) Course
The Government of Canada offers a free online gender-based analysis course, to better recognize how various identity and social factors can influence the experience of federal government initiatives. This course is not required to complete this section.

Section 7 of 9: Official Languages and Disclosure

Questions from 7.1 - 7.7

In this section, you are asked to disclose information about debts to the Crown (Government of Canada), official language requirements and potential conflict of interests. Please declare your circumstances as applicable.

Why are we asking for this information?
This information is requested in order to identify any conflict of interests or other circumstances which may impact your application's processing. Although they will not impact your eligibility, it is important the Department consider these factors should your project be successful. The feedback collected in this section is important in informing future changes to this application form and the processes in place. We sincerely appreciate any feedback you provide.

It is important to declare any possible conflicts of interest in this section.

Section 7.1

You are also asked to indicate if and how your project will respect Part VII (section 41) of the Official Languages Act. Every federal institution, including Public Safety Canada, has the duty to ensure that positive measures are undertaken to enhance the vitality of the English- and French-speaking minority communities in Canada, support and assist their development and foster the full recognition and use of English and French in Canadian society.

To respond to this question, here are some helpful questions to ask yourself in regard to your organization's project proposal:

  • Does the project provide opportunities to encourage the participation and/or representation of the Official Language Minority Community (OLMC) (e.g. a cultural or heritage event in an area where there is a large official language minority population)?
  • Does your organization provide services in both official languages or promote the learning of English or French as a second language?
  • Does your organization represent OLMCs, is composed of individuals or groups belonging to both official language communities or exclusively to one official language community?
  • If the project is local in scope, is it delivered in a region with a significant OLMC?
  • Does the project bring significant historical, cultural or other symbolic relevance in relation to the official languages?

Please note this does not pertain to other linguistic minorities. If the project does not have an opportunity to address these factors, please provide a rationale as to why.

Section 7.2 - 7.3

If the project includes the services of a former public servant, please provide assurance that the public servant (or former public servant) is in compliance with the Values and Ethics Code for the Public Sector, and the Conflict of Interest Act (S.C. 2006, c.9) or the Parliament of Canada Act (R.S.C., 1985, c. P-1.01).

Section 7.4 - 7.5

If the project includes the services of a lobbyist, please ensure they are registered in accordance with the Lobbying Act (R.S.C., 1985, c.44 (4th supp.)) and that no commissions or contingency fees have or will be paid directly or indirectly to any person for negotiating or securing this request for funding.

Section 7.6 - 7.7

If the project includes the services of a federal official on an advisory committee or board, please describe the role of the Federal official to ensure there are no conflicts of interest.

Section 8 of 9: Declaration and Signature

In this section, you must declare that you have read and agree to all of the statements listed. Please note that failure to agree with the stated declarations and understandings will result in your application being rejected.

Section 9 of 9: Feedback

Questions from 9.1 to 9.5

Note that completion of this section is entirely optional.

In this section, you are given the opportunity to provide any feedback. We welcome any feedback you may have regarding the overall program, online resources and the application form. We read and take into careful consideration all the feedback we receive to further improve the program further.

You are also provided with the opportunity to add any additional information which you feel may be necessary in regard to your application for funding. It is suggested you note any extraordinary circumstances which has impacted the quality or completeness of your application. This supplementary information is not guaranteed to weigh into the funding decisions.

Review of your application

You will have the chance to review your application before it is submitted. By selecting the next page button located at the end of the application form, you will get the chance to review all your entries in all sections. Please review carefully before submitting your funding application.

Please ensure that you have reviewed all of your responses for accuracy and completeness. Ensure that all required and supplemental documentation has been uploaded prior to submitting your application. Incomplete applications will not be considered for funding.

Submitting your application

After submitting online, the Designated Organization Contact identified in section 2.5 of your application form will receive a follow up email (from "no-reply@qemailserver.com") confirming the submission of your online application. The subject will be: “Acknowledging Receipt of NCPS funding application - GA - Accusé de reception de la demande de financement du SNPC - Demande générale”.

Please contact us if you do not receive an email after 24 hours.
