Eligible project activities

Activities eligible for support must be aligned with project goals and objectives and may include the following:

  • Project start-up activities, including but not limited to hiring and training of staff, leasing of equipment or rental of space.
  • Development and dissemination of information, tools and resources.
  • Outreach and recruitment of participants.
  • Interventions addressing risk factors associated with youth gangs and youth crime, including but not limited to:
    • Awareness raising activities related to gang risks and recruitment.
    • Case Management, including the wraparound approach.
    • Counselling.
    • Drugs, alcohol and/or additions education.
    • Employment training and/or support.
    • Learning and education training.
    • Life skills management and decision-making.
    • Healthy relationships.
    • Arts (music and crafts).
    • Cultural activities.
    • Sporting/recreation activities.
  • Networks and coalition building, including workshops and seminars.
  • Professional development and training of project staff.
  • Public awareness and education.
  • Expert advice and consultation.
  • Evaluation.

Public Safety Canada will assess and determine the eligibility of all expenses and project activities proposed by the applicant.

Ineligible project activities

Projects should not support the duplication of existing projects, programs and services or support core or on-going activities.

  • Capital costs, such as land, buildings, vehicles and most other major capital costs.
  • Hospitality that does not meet the eligible expenses criteria
  • Interest charges or costs of borrowing
  • Amortization
  • Core or ongoing operation expenses
  • Travel for delegates or participants not directly related to the project, invited by others, or voluntarily attending

Modifications to a program that involve expanding existing programming to new geographic areas or target populations may be considered acceptable and not duplication if it is well-evidenced that the geographic area and/or target population are different. In addition, core or operating expenses are expenses that would still be incurred whether or not the recipient receives Public Safety Canada funding. You are required to clearly outline in your application how the proposed project is seeking funding for eligible activities that do not fall under the definition of core and ongoing (consult the Glossary section).
