Brochure: Communities at Risk: Security Infrastructure Program
Created in 2007, the SIP supports the implementation of projects to help communities with a demonstrated history of being victimized by hate-motivated crime through the enhancement of their security infrastructure.
The SIP funds up to 50% of the cost of security equipment—such as lighting, fencing, cameras, and alarm systems—up to a maximum of $100,000 per project.
Who can apply?
Private, not-for-profit organizations that are clearly linked to a community at risk of hate-motivated crime are eligible to receive SIP funding, but are limited to:
- Places of worship such as a temple, mosque, synagogue, gurdwara or church, where a group of people can gather to perform acts of religious praise, meditation, honour or devotion;
- Provincially/territorially recognized private educational institutions, including primary and secondary schools;
- Community centres, such as a community drop-in centre or aboriginal Friendship Centre, where members of a community can gather regularly for social or cultural activities; and,
- Gender-based violence shelters such as emergency shelters and transitional housing, including for 2SLGBTQI+ people.
Crown corporations, publicly funded institutions, for profit organizations, clubs and individuals are not eligible for funding. More information on who qualifies can be found on our website.
Organizations are not required to have been a previous victim of a hate-motivated crime/incident to apply.
When to apply?
At least one (1) SIP Call for Applications is held per calendar year, which accepts applications over a two (2) months period. Public information sessions are offered around this period, providing interested applicants with an opportunity to receive helpful information and to ask questions.
Interested organizations may find it helpful to subscribe to our mailing list, which will notify subscribers as soon as another Call for Application occurs and when information sessions are scheduled.
What does the program support?
The program supports a variety of project activities. These can include:
- Physical Security Enhancement Equipment such as surveillance systems, protective barriers, lighting, intrusion detection systems, security-grade window film, anti-graffiti spray, physical access controls and more.
- Minor Renovations and Supplementary Equipment such as reinforced windows and doors, fire monitoring, notification and warning systems, landscaping and minor security-related renovations to main entrances.
- Planning such as completion of security (vulnerability) assessments; development and/or enhancement of security plans and protocols; and emergency contingency plans.
- Training such as security training applicable to responding to, or preparing volunteers and employees for a hate-motivated incident.
Please carefully review the Terms and Conditions for more information on eligible and ineligible expenses. Eligible expenses incurred following the signing of a funding agreement with Public Safety Canada will be reimbursed.
How to apply?
To apply for funding through SIP, please visit Public Safety Canada's website (https://www.publicsafety.gc.ca/sip). Interested applicants are strongly encouraged to consult and familiarize themselves with the resources found on our website.
Public Safety Canada aims to deliver decisions four to five (4 to 5) months following the close of a Call for Applications. Higher volumes of applications may extend this timeframe. All applicants will be contacted when a decision is made.
