The SIP aims to make Canada safer for all Canadians by improving the security of communities at risk of hate-motivated crime through investments in security infrastructure. The program supports numerous types of expenditures to meet this objective.

Eligible project activities

Project proposals should align with the goals and objectives of the SIP. As such, the equipment chosen will be assessed based on type and proposed location, as to whether it is of fair market value and meets the objectives of the program to deter hate-motivated crimes.

Placement of eligible equipment should be focused mainly to the perimeter, entrances, hallways and main gathering spaces. Audio and visual equipment (e.g. surveillance cameras) are not supported in spaces which raise privacy concerns such as bathrooms, classrooms, as well as daycare or residential areas of the site.

The SIP distinguishes expenses under four (4) separate expense categories. Specific eligible expenses within each category are not limited to what is outlined below.

Public Safety Canada will assess and determine the eligibility of all expenses and project activities proposed by the applicant. We may request additional comparable quotes or price certifications at any time during the process from the applicant.

Minor Renovations and Supplementary Equipment	Reinforced windows and doors (or other security feature such as improved locking mechanism). Fire monitoring (limited to fire monitoring panels and related sensors such as smoke and heat detectors). Notification and warning systems (e.g. public address systems, intercoms and panic buttons). Reasonable renovations directly related to enhancing the security of the building (limited to main entrances or lobbies). Landscaping to address vulnerabilities identified in a completed security assessment.	Up to $35,000 (federal share)
Planning	Completion of security (vulnerability) assessments of the project site. Development and/or enhancement of security plans and protocols. Training	On-site or online security training relevant to responding to, or preparing volunteers and staff members for a hate-motivated incident (see training on responding to a hate-motivated event for more information). Mixed-Use Items

Expenses classified as mixed-use items carry additional reimbursement limitations as specified in the following table. Mixed-use items are items which have been identified as having the capability of being used beyond security purposes. Like all expenses, mixed-use items must reasonably support the goal and objectives of the program and be used for the purposes of enhancing security infrastructure to be considered eligible.

Training on responding to a hate-motivated event

The program supports training on how to respond to hate-motivated incidents as an eligible project activity. The training proposed as part of your project must be relevant and align with the purpose and objectives of the program. The provider of the training must be qualified.

Types of trainings that can be supported by this program include, but are not limited to:

• Standard First Aid training courses;
• Armed intruder event trainings;
• Self-defence trainings (without weapons only);
• Mental health awareness and de-escalation courses;
• Victim and post-traumatic event seminars/information workshops;
• Conflict avoidance and violence prevention courses;
• Cyber security awareness trainings, to help staff and volunteers instill positive everyday habits to avoid cyber incidents and strengthen the overall cyber security posture; and,
• Hate crime awareness seminars/information workshops;

Public Safety Canada will require the applicant submit the following additional information from the vendor being proposed to provide training if selected for funding.

• Detailed curriculum and course description;
• Training timeline/schedule;
• Instructor qualifications; and,
• Any additional information if requested.

Ineligible project activities

Although the program supports a variety of expenses, there are expenses the program does not support. Expenses outlined below are examples of ineligible expenses and are not meant as a definitive list. Public Safety Canada will assess and determine the eligibility of all expenses and project activities proposed by the applicant in accordance with the program's objectives.

Capital Costs	The purchase or leasing of land and/or buildings. Construction of new buildings. The purchase or leasing of vehicles.
Costs Outside the Contribution Agreement	Any expenses incurred as a result of activities rendered prior to the signature of a contribution agreement with the Department (including security assessments). Application writer fees and any costs associated with the completion of a SIP application. Any expenses incurred as a result of activities rendered after the contribution agreement with the Department has expired.
Ongoing expenditures	Salaries and wages for full time personnel (e.g. security guards). Hospitality and travel. Core or ongoing operating expenses, including equipment maintenance and system monitoring. Warranties.
Other Security Equipment	Furniture. Concrete barrier walls and barbed wire. All biometric-based systems which collect and analyze private information such as: Facial recognition software; Fingerprint scanners; and, Iris scanners. Weapons. Night vision goggles. Body armour. Projectors. Hidden cameras or dummy cameras. Tire shredders, etc.
