Reporting on Green Procurement

This supplementary information table supports reporting on green procurement activities in accordance with the Policy on Green Procurement.

Context

The Policy on Green Procurement supports the Government of Canada's effort to promote environmental stewardship. In keeping with the objectives of the policy, Public Safety Canada supports sustainable development by integrating environmental performance considerations into the procurement decision‑making process through the actions described in the 2019 to 2022 FSDS “Greening Government” goal.

Public Safety Canada is bound by the Federal Sustainable Development Act but did not develop an optional 2022-23 DSDS Report. Instead, to comply with the reporting requirements under the Policy on Green Procurement for 2022 to 2023, the Reporting on Green Procurement supplementary information table was prepared and listed, below, in the 2022-23 Departmental Results Report Supplementary Information Tables (SITs).

100% - All of PS's solicitations include green procurement clauses, such as to provide and transmit draft and final deliverables in electronic format, print on minimum recycled content of 30% and/or as originating from a sustainably managed forest, print double sided in black and white format and recycle (shred) unneeded printed documents in accordance with security requirements of the contract. PS also only accepts invoices electronically including proposals in response to solicitations.

In addition PS is consulting external partners (including ECCC and PSPC) to further our green procurement objectives.

80% reduction in paper usage from 2018-19 to 2022-23 for NCR.

We are unable to retrieve data usage for regional printers. There is no central server to calculate printer usage in region.

The Department also launched Equitrac Follow-me printing which requires users to print only when the building pass is scanned on the printer – reducing the amount of paper printed upon print work submission.

PS also implemented in 2022-23 a new standard in regards to assigned equipment; assigned equipment includes 1 monitor (not 2), 1 keyboard, 1 mouse, and 1 tablet (no docking station). Previous assignment equipment standard was: 2 monitors, 1 docking station, 1 keyboard, 1 mouse, and 1 tablet.

Encourage sustainable business travel practices or commute to work through messaging and events to reduce GHG emissions.

2 messages were published InfoBulletin in regards to green practices. During fiscal year 22/23 travel was minimal due to implications/restrictions caused by the COVID-19 pandemic.

Report on integrating sustainable development

Public Safety Canada will continue to ensure that its decision-making process includes consideration of FSDS goals and targets through its strategic environmental assessment (SEA) process. A SEA for a policy, plan or program proposal includes an analysis of the impacts of the given proposal on the environment, including on relevant FSDS goals and targets. As a first step in the SEA process, Public Safety Canada undertakes a preliminary scan of a policy or program proposal to identify possible environmental effects, including impacts on FSDS goals and targets, and to determine whether a full SEA is warranted. An early assessment also helps the Department identify alternative approaches and recommendations in cases where the environmental effects are important.

In 2022-23, Public Safety Canada conducted a total of 19 preliminary scans and no full SEA assessments. In accordance with the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals, the Department ensured that the environmental considerations identified through preliminary SEA scans were conducted at the initial stages of each proposal. In each case, the preliminary scans determined there were no meaningful impacts on any of the key areas identified in the SEA template (i.e. natural resources, environment, sustainable and development goals, projects to be subject of the Canadian Environmental Assessment Act, new technologies with environmental implications, or public concerns). Having concluded there would not be any significant interactions with the environment, none of the proposals in 2022-23 advanced to the full SEA assessment stage.

Public statements on the results of Public Safety Canada's assessments are made public when an initiative that has undergone a detailed SEA. The purpose of the public statement is to demonstrate that the environmental effects, including the impacts on achieving the FSDS goals and targets, of the approved policy, plan or program have been considered during proposal development and decision-making.
