Approximately 7,000 cargo containers pass through three intermodal facilities in the Toronto area each day, and are a critical resource to the economic prosperity of Canada.
We have assessed that any attempt to scan 100% of cargo moving through these intermodal terminals would produce a growing and significant backlog.

Instead, the CBSA will leverage intelligence and data analytics to identify containers for examination through our own targeting efforts in collaboration with our police partners.
A targeted, risk-based approach will ensure that the CBSA strikes the appropriate balance between facilitation and responsible enforcement.
Background
Commercial Operations District is a 24/7 operation. Hours in which officers attend both the Canadian National and Canadian Pacific Kansas City railyards are 05:00 – 23:59, which is the shift hours for officers assigned to work on recovering stolen vehicles.
Officers are required to buzz in at both entrances to obtain access; no access cards are issued to CBSA officers.
The CBSA has a good working relationship with Canadian National Railways and does not encounter any delays when required to access the railyard to perform its duties.
Accessibility at the Canadian Pacific Kansas City yard is a challenge resulting in delays in entering or leaving the facility. Senior regional level engagement has occurred but has not resolved the issue. Engagement with the Vice President of the Intelligence and Enforcement Branch will be occurring in order for him to engage Canadian Pacific Kansas City railway at his level.
The number of frontline resources within the District is one hundred and forty-three (143) armed officers and twenty-four (24) armed superintendents assigned to commercial processing.

There are several steps involved prior to the offloading and examination of vehicles:
Step # 1 - Peek checks are conducted at the railyards to confirm if vehicles are present within the container – if safe to access the vehicle – Vehicle Identification Numbers (VIN) are checked.
Step #2 - If there are health and safety concerns regarding hanging vehicles or obstructions, then the VIN is verified during the offload at the warehouse.
Step #3 - where vehicles are present within container, the container is transported to a designated site (warehouse) for the safe offload of vehicle(s) and examination.
