Parliamentary Committee Notes: National Request to Locate Protocol
Issue
To inform law enforcement agencies about expected information sharing and coordination practices for interjurisdictional requests to locate stolen vehicles equipped with tracking devices that are being monitored for information about the vehicle’s location.
Proposed Response
- We know that increasingly, Canadians are putting air tags and other trackers in their vehicles.
- We will be disseminating a protocol to locate stolen vehicles equipped with tracking devices to all police of jurisdiction across Canada.
- The implementation of this Protocol will establish clear roles amongst law enforcement and centralize the Request to Locate through a single point of contact, this will expedite the process to recover stolen vehicles for owners.
Background
The federal investment of $28 million investment reflects the Canada Border Services Agency’s (CBSA) role in working with police of jurisdiction to increase capacity to detect and search containers with stolen vehicles and respond to police of jurisdiction Request for Information to further the various criminal investigations.
It is of the utmost importance for the CBSA to streamline the process that is initiated once an individual reports their vehicle stolen up to the point where it is found before being exported. As such, the CBSA designated a single point of contact via the Warrant Response Centre for the police of jurisdiction who require CBSA assistance in locating a stolen vehicle suspected to be exported.
The CBSA will respond to all calls received and will be responsible to make the referral to the region where the vehicle appears to be located. The police of jurisdiction will be required to provide basic information such as the details of the requesting agency, the vehicle information but should also provide the any other pertinent information, such as the container number as well as the police report number to ensure the CBSA can properly respond to this request. In addition, the CBSA has developed a process to track all requests received from police of jurisdiction in order to measure the CBSA’s response to these requests.
The CBSA will also continue to advise the public that if they know the location of their vehicle, they should contact their police of jurisdiction who can in turn, reach out to the CBSA.
