Communities at Risk: Expanded Security Infrastructure Program (SIP)
Created in 2007, the Security Infrastructure Program (SIP) supports the implementation of projects to help communities with a demonstrated history of being victimized by hate-motivated crime through the enhancement of their security infrastructure.
The expanded SIP funds up to 50% of the cost of security infrastructure—such as lighting, cameras, and alarm systems— and now includes the costs of hiring time-limited security personnel. The expanded SIP funds up to a maximum of $1,000,000 per application.
Projects funded under the expanded SIP must be completed by March 31, 2024.
Who can apply?
Private, not-for-profit organizations that are clearly linked to a community at risk of hate-motivated crime are eligible to receive SIP funding, but are limited to:
- Places of worship such as a temple, mosque, synagogue, gurdwara or church, where a group of people can gather to perform acts of religious praise, meditation, honour or devotion;
- Provincially/territorially recognized private educational institutions, including primary and secondary schools;
- Community centres, such as a community drop-in centre or Aboriginal Friendship Centre, where members of a community can gather regularly for social or cultural activities;
- Gender-based violence shelters such as emergency shelters and transitional housing, including for 2SLGBTQI+ people; and,
- *NEW* Publicly accessible community-based facilities used by Canadian, privately run, not-for-profit organizations, associations, or societies for their operations (e.g., daycares, office spaces).
Crown corporations, publicly funded institutions, for profit organizations, clubs and individuals are not eligible for funding. More information on who qualifies can be found on our website.
Organizations are not required to have been a previous victim of a hate-motivated crime/incident to apply.
When to apply?
Applications will be accepted on a continuous basis until March 31, 2024 or until all funding has been allocated. Applications will be assessed on a first come, first served basis. Projects must be completed by March 31, 2024 to be eligible.
What does the program support?
The program supports a variety of project activities. These can include:
- *NEW* Security personnel hired on a time-limited basis;
- Physical Security Enhancement Equipment such as surveillance systems, protective barriers, lighting, intrusion detection systems, security-grade window film, anti-graffiti spray, physical access controls and more;
- Minor Renovations and Supplementary Equipment such as reinforced windows and doors, fire monitoring, notification and warning systems, landscaping and minor security-related renovations to main entrances;
- Planning such as completion of security (vulnerability) assessments; development and/or enhancement of security plans and protocols; and emergency contingency plans; and,
- Training such as security training applicable to responding to, or preparing volunteers and employees for a hate-motivated incident.
*NEW* To better support applicants and communities in need, Public Safety Canada may also reimburse eligible expenses spent by the applicant as of the date of receipt of the application and once the project is approved. This means that money spent prior to signing a Contribution Agreement may be eligible for cost sharing, up to 50%. These new flexibilities will allow communities to more quickly react to threats in their communities.
